Entry requirement(s) in this study programme

Students who have completed a bachelor programme in branches of the Faculty of Economy, University of Tirana, are admitted in the Master program, without any additional requirement of fulfilling basic educational knowledge. Students who have completed a bachelor program, in other Faculties of the Economy (public / private - national / foreign), may be accepted after formal recognition of their diplomas, under relevant regulations of the Faculty of Economy, University of Tirana.

Other eligibility criteria (if any) for master's admission include: holding of a BSc diploma with average over a certain level according to relevant regulations of FEUT; holding of a BSc diploma from foreign colleges/universities after their recognition, with average over a certain level according to relevant regulations of FEUT; other criteria (if the number of applications exceeds the maximum number of students): a - written test on logical knowledge; and/or b - average of special qualification disciplines over a certain level according to relevant regulations of FEUT.

Objectives and overview of the study programme

This study program, aims to prepare students for careers as experts and specialists in public organizations at central or local level. Programs of subjects provide expansion and specialization of theoretical knowledge and skills for an advanced and independent scientific research, in the field of public administration. The program of Master of Science in Public Administration, aims to develop the necessary skills to implement policies and programs, and to address solutions to various problems, that public organizations face. The program of Master of Science in Public Administration, aims to integrate scientific knowledge with in-depth practical skills in the field of public administration. The structure of the program “Master of Science in Public Administration”, aims to provide a comprehensive package of knowledge and focused simultaneously in the field of:

  • Management of public organization;
  • Strategic planning and their successful implementation in public organizations;
  • Human resources Mangement in public organizations;
  • Evaluation of policies and strategies in public organizations;
  • Leadership of public organizations;
  • Financial management of public organizations;

Successful completion of this program, allows students also, study coherently pursuing an academic and research career through continuing of doctoral studies, increasing the potential for further development of their professional careers in the field of public administration.


Assessmet scheme

The student's assessment scheme runs from mark 1 to 10 which have the following meaning: 1-4 fail, 5-6 sufficient, 7 satisfactory, 8 good, 9 very good, 10 excellent.

Exams are evaluated on a point basis system, the result of which is converted into marks based on the following schema:

Access to further study

Eligible to enroll in the Third Cycle of Studies (PhD in the field Public Administration).


Employment opportunities and professional qualification

After completing this program of study, thanks to the knowledge acquired, the student has accumulated all the necessary skills as expert in public administration field, with a high level of theoretical and practical knowledge. This degree enables him to be employed in central and local government institutions, research institutions, non governmental organizations, etc. as a specialist in the relevant field of study or in the role of public admnistrator. After completing the program, thanks to the knowledge gained, the student is trained to develop a successful career in administration of public organization. Master of Science Degree serves as a bridge for the connection of the academic career and doctoral research. The system of knowledge offered by this program and acquired competencies enable students to pursue the Third Cycle of Studies (Doctoral Studies).
